About the Overlook
In the early 2000’s, developer Steve Middleton with Commonwealth Properties saw an opportunity in a piece of land strategically ‘overlooking’ the James River and Downtown. Sensing the coming re-urbanization of Richmond, the site was purchased and the concept of the Overlook was born.
